The moment you start to roll the rack with any weight on the bar, the whole thing pops apart like a child's toy. Then the cheap metal tubes bend, and the plastic parts crack, and you have $30 of trash on your hands, and your clothes in a heap.
I learned my lesson. You can't do a rolling rack on the cheap.
